    why do people keep making new astrays in seed, wouldn't they be advancing the impulse zaft line or the strike fed line more than the ORB offbrand gundam?

      Yeah, in the seed timeline, pretty much everything about the design of the Astrays was leaked by Lowe and the junk guild. The data on all of the Zaft and GAT designs is a heavily guarded secret.
